A council worker has spoken of her joy after winning a prestigious award for her hard work as an apprentice.
Chloe Horn began her apprenticeship journey in Durham County Council’s Digital Durham team as part of her CMI Level 6 Chartered Management apprenticeship.
During that time, she helped deliver digital inclusion initiatives which were rolled out in areas across the county that needed them most.
The skills Chloe has developed around community engagement and project delivery provided a strong foundation for her current position as an officer within Commercial Services at the council.
While studying for her apprenticeship at New College Durham University Centre, she was praised for her exceptional commitment, growth and professionalism, and found to have a natural aptitude for leadership and project delivery.
As a result of her hard work and talents, Chloe won Health and Public Service Apprentice of the Year 2025 at the North East Apprenticeship Awards.
Speaking on the award, she said:
“It came as a complete surprise just to be nominated. I was both honoured and humbled to win this award.
“Pursuing my BA Business and Management degree through the apprenticeship route has been a fantastic opportunity, and I’ve been incredibly well supported by the council throughout the journey.
“Apprenticeships are often seen as something just for school leavers, but as someone approaching 30 with a young family, this pathway has been the perfect fit, allowing me to balance work, study, and home life.
“I’m incredibly grateful for the recognition of my dedication and hard work and the continued support from my family and the council in my studies and career. Without the opportunities and encouragement provided by the council, I wouldn’t be where I am today.”
Cllr Darren Grimes, Durham County Council’s Cabinet member for finance, policy and communications, said:
“Huge congratulations to Chloe for winning this fantastic award. She is clearly a rising star in the council and making a positive impact on our services and customers.
